DrawSpace.com - Chock full of tutorials on how to draw most anything from human hair to old trees to the Mona Lisa. Registration required to view lessons. Some can be simplistic, but a good start for any artist.

Comic Coloring

Digital Painting - (via Drawn!) Jim Zubkavich takes you from sketch to completion on his style of digital painting.

Polykarbon - The first coloring tutorial I ever used was from Polykarbon (the How to Color Line Art) tutorial. It's a great place for beginners to get started on comic book coloring.

Comic Lettering

Ninja Lettering - Tons of tutorials and templates to help you in your digital lettering endeavors.

Cartooning
